Government Employee to PSU / Autonomous Body case क्या है?
जब राजस्थान सरकार का कोई employee अपने parent Government Department से किसी Public Sector Undertaking, Government Company, Corporation, Board, Autonomous Body, University, Municipality या Government controlled body में temporary basis पर भेजा जाता है, तो यह सामान्यतः deputation / foreign service का case होता है।
RSR में foreign service का अर्थ केवल विदेश जाना नहीं है। Service rules की भाषा में Government establishment से बाहर किसी foreign employer / borrowing organisation में service करना भी foreign service हो सकता है। इसलिए PSU / Autonomous Body में temporary transfer को foreign service / deputation framework में examine किया जाता है।

Deputation / Foreign Service: कब admissible है?
Foreign service transfer तभी admissible माना जाएगा जब duties public reasons से Government servant द्वारा performed होने योग्य हों और employee transfer के समय Government-paid post hold करता हो या ऐसे post पर lien रखता हो। इसलिए हर deputation order में public interest, borrowing organisation, post, period और terms साफ होने चाहिए।

Lien: Government post पर अधिकार कैसे रहेगा?
Substantive appointment to permanent post पर Government servant lien acquire करता है। RSR position के अनुसार, जब तक lien suspend या transfer नहीं होता, employee foreign service या temporary post / officiating post पर रहते हुए भी अपने substantive permanent post पर lien retain कर सकता है।

Pay on Deputation: वेतन कौन देगा और कैसे regulate होगा?
Foreign service में Government servant foreign employer / borrowing organisation से pay draw करता है from the date he relinquishes charge of his Government post. Final Absorption / Permanent Transfer: Deputation से अलग case
Deputation केवल temporary transfer को cover करती है। Final absorption, permanent appointment by transfer या direct recruitment in competition with open market candidates deputation में cover नहीं होते। इसलिए absorption पर अलग administrative / finance / pension action required होगा।

Reversion from Foreign Service: वापस Government में कब माना जाएगा?
Foreign service से reversion सामान्यतः उस date से माना जाएगा जिस date पर employee Government service में अपने post का charge लेता है। यदि foreign service समाप्ति के बाद Government में join करने से पहले leave ली जाती है, तो reversion date Government द्वारा decide की जा सकती है।
