MACP 2023 क्या है?
MACP 2023 एक Modified Assured Career Progression Scheme है, जिसमें तीन financial upgradations का प्रावधान है। यह उन कर्मचारियों के लिए महत्वपूर्ण है जिन्हें service period के अनुसार promotion या financial progression नहीं मिली या जिनका old ACP level नए MACP admissible level से कम था।
MACP कोई regular promotion नहीं है। यह personal financial upgradation है। इससे designation, classification, seniority या higher status automatic नहीं बदलता। लेकिन MACP level terminal benefits / pension calculation के लिए महत्वपूर्ण हो सकता है, इसलिए Service Book entry और fixation statement सही होना जरूरी है।

MACP 2023 Eligibility: कौन covered है?
MACP 2023 scheme generally Class-IV, Ministerial, Subordinate, State Services और isolated posts पर लागू है, जो RCS Revised Pay Rules, 2017 के तहत pay draw कर रहे हैं। लेकिन Pay Level L-20 से ऊपर के posts और DACP scheme में eligible certain Medical & Health / Medical Education officers excluded हैं।

Regular Service में क्या count होगा और क्या नहीं?
MACP में regular service की सही गणना सबसे महत्वपूर्ण है। गलत service count से due date, MACP number और pay fixation तीनों गलत हो सकते हैं।

9, 18 और 27 वर्ष MACP कैसे count करें?
MACP में first, second और third financial upgradation 9, 18 और 27 वर्ष की regular service पूर्ण होने पर admissible है। Service count regular appointment date से होगा, जैसा relevant recruitment rules में है। Ad-hoc / urgent temporary / contract service सामान्यतः regular service में count नहीं होती।

01.04.2023 Re-Fixation कैसे होगा?
MACP 2023 में 01.04.2023 को employee का present Pay Level और admissible MACP Pay Level compare करना सबसे महत्वपूर्ण है। यदि present ACP level, admissible MACP level से lower है, तो pay re-fixation करना होगा। Re-fixation में present basic pay को admissible MACP level में equal cell पर रखा जाएगा; equal cell न हो तो immediate next cell लिया जाएगा। यदि present pay applicable MACP level के first cell minimum से भी कम है, तो first cell पर fix किया जाएगा।

Example 1: L-13 से L-14 Re-Fixation
मान लीजिए कोई employee 01.04.2023 को Level 13 में basic pay ₹61500 पर है और उसके case में admissible MACP level Level 14 है। अब Level 14 में ₹61500 equal cell उपलब्ध नहीं है, तो immediate next cell ₹63100 पर re-fixation होगा।

Example 2: Present Pay MACP Level के Minimum से कम हो
यदि कोई employee Level 13 में ACP के बाद ₹54700 पर fixed है और उसके case में MACP admissible Level 14 है, लेकिन Level 14 का first cell ₹56100 है, तो pay Level 14 के first cell ₹56100 पर fix होगा।
No Promotion Post / Isolated Post में MACP Level कैसे देखें?
यदि same service/cadre में first, second या third promotion post नहीं है, या employee prescribed academic qualification नहीं रखता, या isolated post का case है, तो MACP admissible level sub-rule (5) table के अनुसार check किया जाएगा।

Fresh MACP Grant में Pay Fixation कैसे होगा?
Fresh MACP grant होने पर present Pay Level में one increment दिया जाएगा। इसके बाद प्राप्त figure को MACP Pay Level में next cell पर रखा जाएगा। यह 01.04.2023 re-fixation से अलग है, जहां fresh increment नहीं दिया जाता।

Existing ACP Level vs MACP Level: Option कैसे check करें?
MACP 2023 में employee को existing ACP scheme के Pay Level या MACP scheme के Pay Level में से beneficial option चुनने का प्रावधान है, जो promotion या next financial upgradation तक लागू हो सकता है। Option लिखित रूप में निर्धारित समय में देना होता है और एक बार दिया गया option final माना जाता है।
