RSR Rule 26 क्या है?
RSR Rule 26 Rajasthan Service Rules, 1951 का pay fixation rule है। 7th Pay Matrix system के बाद इसका उपयोग probationer-trainee की successful completion, already regular State Government servant की another post appointment, direct recruitment on higher post, urgent temporary basis regularisation और own-request cases जैसे अलग-अलग situations में होता है।
इसे सामान्य भाषा में “Pay Protection Calculation Rule” कहा जाता है, लेकिन accounts-office दृष्टि से यह कहना अधूरा है। सही समझ यह है कि Rule 26 Pay Fixation Rule है, जिसमें कुछ eligible cases में old pay protection / equal Cell / next Cell का benefit भी आता है।

Regular State Government Servant कैसे पहचानें?
Rule 26 के accounts-level application में “regular State Government servant” phrase बहुत महत्वपूर्ण है। Regular Service का अर्थ केवल service period नहीं है; इसका मतलब relevant recruitment rules के अनुसार regular selection के बाद की service है। Ad-hoc basis, urgent temporary basis या contract basis service को regular service मानकर Rule 26 protection देना गलत हो सकता है।
Equal Cell / Next Cell formula — कहाँ apply होगा?

Example 3: Fresh probationer-trainee
Fresh probationer-trainee case को pay protection case न मानें। Successful completion of probation पर relevant Level की first Cell / minimum pay allowed होगी, subject to appointment terms and applicable rules.
Example 4: Own-request case — equal न हो तो lower Cell
यदि appointment employee के request पर RSR Rule 20(a) / Pension Rule 38(1)(b) type case में है, तो new Level में equal Cell खोजी जाएगी। Equal Cell नहीं होने पर lower Cell provision लागू हो सकता है; इसे normal next higher Cell case न मानें।
