Annual Increment क्या है?
Annual Increment का अर्थ Pay Matrix में employee के current Pay Level की अगली vertical cell में movement है। यह कोई fixed 3% cash calculation नहीं है जिसे manually जोड़कर final basic बनाया जाए। Rajasthan Pay Matrix में increment मिलने पर employee same Pay Level में next cell पर जाता है।

1 January / 1 July Increment Date कैसे तय होगी?
राजस्थान में 7th Pay Rules के तहत पहले annual increment की uniform date 1 July थी। बाद में 01.04.2023 से probation successfully complete on or after 01.04.2023 और Rule 17 के तहत first cell/minimum pay मिलने वाले new recruits/probationers के लिए 1 January और 1 July दोनों dates का practical rule आया। इसलिए हर employee पर same rule mechanically apply नहीं करें।

Probation Completion के बाद पहली Increment Date
Probationer trainee को probation period में fixed remuneration मिलता है। Successful completion के बाद उसे Pay Matrix में applicable post के Pay Level की first cell / minimum पर fix किया जाता है। इसके बाद first annual increment की date Rule 13 के अनुसार तय होती है।

Promotion / ACP / MACP के बाद DNI कैसे check करें?
Promotion, ACP और MACP के बाद pay fixation और annual increment दो अलग चीजें हैं। Pay fixation में one increment / next cell / higher level method apply हो सकता है, लेकिन annual increment की next date अलग rule से regulate होती है।

30 June Retirement और Notional Annual Increment
Rajasthan Finance Department ने 30 June को retire होने वाले eligible employees के लिए 1 July की notional annual increment को pension purpose के लिए recognize करने का order जारी किया है, subject to conditions. यह increment pension purpose के लिए emolument माना जाएगा, लेकिन gratuity, commutation और leave encashment के लिए नहीं।

Practical Examples: Increment Date कैसे निकालें?
Example 1: Existing employee की 1 July increment
यदि employee 31.03.2023 से पहले probation complete करके Pay Level में regular pay draw कर रहा था और उसकी DNI 1 July थी, तो उसकी annual increment date सामान्यतः 1 July ही रहेगी। उसे केवल इस कारण 1 January पर shift नहीं किया जाएगा कि अब probation completion cases के लिए 1 January rule भी आया है।
Example 2: Probation completed on 15 August 2025
अगर probation completion 15 August 2025 को हुआ और employee को Rule 17 के तहत Pay Matrix में first cell पर fix किया गया, तो first annual increment 1 January 2026 को check होगी। Next increment one year बाद 1 January 2027 को check होगी।
Example 3: Probation completed on 10 February 2026
अगर probation completion 10 February 2026 को हुआ और employee को Rule 17 के तहत first cell पर fix किया गया, तो first annual increment 1 July 2026 को check होगी। Next increment one year बाद 1 July 2027 को check होगी।
Example 4: Old case — probation completed on 30 June before 01.04.2023
Old clarification वाले cases में 30 June को probation complete होने पर employee को 1 July को first cell/minimum pay पर fix किया जा सकता था, लेकिन first annual increment one year बाद next 1 July को मिलती थी। इसलिए old 30 June cases और 01.04.2023 के बाद वाले cases को mix न करें।
Example 5: MACP granted on 01.04.2025
MACP grant होने पर pay fixation MACP rule के अनुसार होगी, लेकिन next annual increment date unchanged रहेगी। इसलिए MACP order के बाद Service Book में DNI को बिना rule के बदलना गलत हो सकता है।
Example 6: 30 June retirement
यदि employee 30 June को retire हुआ और उसने one year satisfactory service complete कर ली थी, तो 1 July की notional increment pension purpose के लिए check हो सकती है। लेकिन इसे gratuity, commutation और leave encashment में automatically include न करें।

Common Mistakes: Increment Rules में सबसे ज्यादा गलतियां
31.03.2023 तक pay level में existing regular employees की DNI सामान्यतः 1 July ही रहेगी।
30 June, 30 December, 31 December और 29 June की boundary से first increment बदल सकती है।
01.04.2023 से पहले 30 June probation completion cases में old clarification अलग है।
Pay Matrix में same Level की next cell ही सही increment basic है।
MACP 2023 में next annual increment date unchanged रहती है।
Notional benefit और cash benefit period को official order के अनुसार अलग-अलग check करें।

गलती मिले तो Correction Note कैसे बनाएं?
सेवा पुस्तिका पृष्ठ संख्या ___ पर annual increment / DNI entry में correction अपेक्षित है। उपलब्ध record के अनुसार कर्मचारी की category ___ है, probation completion date ___ है तथा applicable Rule 13 / latest amendment के अनुसार first / next annual increment date ___ होनी चाहिए। वर्तमान Service Book / Pay Manager में increment date ___ तथा basic pay ₹___ अंकित है। Pay Matrix Level ___ में correct next cell ₹___ है। अतः increment order, Pay Manager और Service Book में आवश्यक correction / attestation करवाया जाना अपेक्षित है।
