Class IV Level Change में सबसे बड़ी गलती “सभी Grade Pay 1700 posts = L-2” मान लेना है। इसलिए official notification और बाद का clarification दोनों साथ पढ़ना जरूरी है।

कौनसे Class IV posts L-1 से L-2 हुए?
Finance Notification में Common Posts के अंतर्गत कुछ office work nature वाले posts को L-1 से L-2 किया गया है। Service Book check में designation का exact match बहुत जरूरी है।

Finance Clarification dated 01.07.2025 में साफ किया गया कि कुछ departments ने Ward Boy / Ward Maid / Helper / Dhobi / Rasoiya आदि posts को भी L-2 कर दिया और MACP levels revise कर दिए, जो नियमों के अनुसार सही नहीं है।

Pay Fixation कैसे check करें?
यह change regular promotion नहीं है। यह Schedule-II में Pay Level revision है। इसलिए 26A / promotion increment automatic नहीं लगेगा। L-2 में वेतन निर्धारण competent authority द्वारा RCS Revised Pay Rules, 2017 और Pay Matrix / fixation statement के अनुसार किया जाएगा।

MACP पर क्या effect होगा?
Eligible Peon / office work equivalent post का base level 01.09.2024 से L-2 होने पर future MACP eligibility / MACP level calculation employee-specific facts के अनुसार verify करनी होगी। लेकिन non-eligible posts — जैसे Ward Boy / Helper / Dhobi / Rasoiya आदि — को L-2 मानकर MACP level revise करना गलत हो सकता है।

Wrong Fixation और Recovery: क्या करना होगा?
Finance Clarification के अनुसार यदि eligible posts के अतिरिक्त अन्य posts का pay level भी L-2 कर दिया गया है और उसके आधार पर pay fixation order जारी हो गया है, तो ऐसे pay fixation orders को तत्काल प्रभाव से वापस लिया जाए और नियम विरुद्ध अधिक भुगतान की recovery की जाए।

Common Mistakes: सबसे ज्यादा होने वाली गलतियां
Notification केवल specific office work posts के लिए है, सभी GP 1700 posts के लिए नहीं।
