राजस्थान राज्य कर्मचारियों के लिए Grade Pay से Pay Level, Basic Pay, DA, HRA, SI Premium, RGHS deduction और Probationer Fixed Remuneration की पूरी गाइड।

1. सबसे पहले — 7th Pay Matrix क्या है?

Pay Matrix 7वें वेतनमान की वह तालिका है जिसमें पुराने Running Pay Band और Grade Pay को नए Pay Levels L-1 से L-24 में बदला गया है। कर्मचारी का Basic Pay उसके Level और Cell के intersection से तय होता है। Rajasthan Civil Services (Revised Pay) Rules, 2017 में Schedule-I Part-A में Grade Pay to Level mapping और Schedule-I Part-B में Pay Matrix दी गई है।

सामान्य भाषा में, पुराने वेतनमान में जो Grade Pay था, वही 7वें वेतनमान में Pay Level निर्धारित करने का आधार बनता है। उदाहरण के लिए Grade Pay 4200 का Level L-11 है और L-11 के अलग-अलग cells में कर्मचारी का Basic Pay चलता है।

Important Correction: कई private charts में L-8, L-9 और L-23 की values गलत/पुरानी दिख जाती हैं। Official Schedule-I Part-B के अनुसार L-8 Cell-1 ₹26,300, L-9 Cell-1 ₹28,700 और L-23 Cell-1 ₹1,45,800 है।

3. Full Pay Matrix — L-1 से L-24, Cell 1 से 40

नीचे दी गई Pay Matrix में प्रत्येक Level के prescribed vertical cells दिए गए हैं। जहाँ “—” दिख रहा है, वहाँ उस Level में आगे official cell prescribed नहीं है। Salary fixation, promotion fixation और increment में हमेशा prescribed next cell / equal or next higher cell rule लागू किया जाता है।

Increment Note: Annual increment Pay Matrix में उसी Level के अगले prescribed vertical cell में मिलता है। 1 July को 6 months and above पूरा करने वाले कर्मचारी increment के पात्र होते हैं।

4. Pay Matrix कैसे पढ़ें? Practical Workflow

  1. अपने पद का Grade Pay / Pay Level देखें — Service Book, Appointment Order, Promotion Order या Pay Manager में उपलब्ध होता है।
  2. Level पहचानें — जैसे Grade Pay 4200 = L-11, Grade Pay 3600 = L-10, Grade Pay 2800 = L-8 / L-9 depending GPN.
  3. Cell पहचानें — Initial appointment / fixation पर minimum cell या prescribed fixation cell; प्रत्येक eligible increment पर अगले cell में move।
  4. Basic Pay निकालें — Level और Cell के intersection में दी गई राशि Basic Pay है।
  5. Allowances जोड़ें — DA, HRA और अन्य admissible allowances rules के अनुसार जोड़ें।
  6. Deductions घटाएँ — SI Premium, RGHS, GPF / GPF-2004 / NPS आदि Pay Manager के अनुसार घटाएँ।
Example: यदि कर्मचारी का Level L-11 है और वह Cell 5 पर है, तो Basic Pay ₹42,500 होगी। DA @60% = ₹25,500 होगा। यदि कर्मचारी Y Class City में HRA eligible है तो HRA @20% = ₹8,500 होगा। Gross Pay में अन्य admissible allowances अलग से जुड़ेंगे और SI/RGHS/GPF/NPS deductions अलग से घटेंगे।

5. DA — Dearness Allowance Latest Rate

Finance Department Rajasthan के 23 April 2026 order के अनुसार RCS Revised Pay Rules 2017 के अंतर्गत Pay Matrix में वेतन पाने वाले राज्य कर्मचारियों का DA 58% से बढ़ाकर 60% किया गया है, जो 01.01.2026 से प्रभावी है। Cash payment salary for May 2026 payable on 01.06.2026 से admissible है।

6. HRA — House Rent Allowance Latest Rate

DA 50% cross होने के बाद Finance Department Rajasthan ने HRA rates को Y Class Cities के लिए 20% और Z Class Cities के लिए 10% किया है। यह revision 01.11.2024 से लागू है।

7. SI Premium — State Insurance Deduction

State Insurance Premium SIPF portal पर उपलब्ध slab के अनुसार Pay drawn in levels in the Pay Matrix पर आधारित है। Premium rates Government letter dated 13.03.2020 के अनुसार portal पर published हैं।

8. RGHS / RPMF Deduction

Rajasthan Government Health Scheme Fund के लिए subscription Basic Pay slab के अनुसार लिया जाता है। 2022 order के अनुसार RCS Revised Pay Rules 2017 Pay Matrix में वेतन पाने वाले कर्मचारियों के लिए current RGHS subscription इस प्रकार है।

9. Schedule IV — Probationer-Trainee Fixed Remuneration

Probationer-Trainee को probation/training period में regular Pay Matrix का Basic Pay, DA, HRA आदि नहीं मिलते। उन्हें Schedule IV Rule No. 16 के अनुसार fixed remuneration दिया जाता है। Second Amendment 2017 के अनुसार Schedule IV में 01.10.2017 के स्थान पर 01.01.2017 लागू किया गया।

Probationer Note: Probationer-Trainee को fixed remuneration के अलावा DA, HRA, Special Pay, NPA आदि allowance सामान्यतः admissible नहीं होते। Regular Pay Matrix में fixation successful completion of probation/training के बाद होती है।

10. Promotion / ACP / MACP में Pay Fixation का मूल नियम

Promotion या higher Level में fixation के समय पहले existing Level में one increment दिया जाता है। उसके बाद promoted Level में equal cell उपलब्ध हो तो वही cell, अन्यथा next higher cell पर pay fix की जाती है। इसी कारण केवल Grade Pay देखकर अंतिम वेतन नहीं बताया जा सकता; current Basic Pay, current Level, promoted Level और increment date सभी महत्वपूर्ण हैं।

11. Common Mistakes जिनसे वेतन निर्धारण गलत हो सकता है

  • Private chart image से Level mapping लेना और official Schedule-I Part-A से verify नहीं करना।
  • Grade Pay 5400 को हमेशा एक ही Level मान लेना — PB-2 में 5400 = L-13 और PB-3 में 5400 = L-14 है।
  • DA 58% लिखना जबकि current DA 60% w.e.f. 01.01.2026 है।
  • HRA 18% / 9% लिखना जबकि latest HRA 20% / 10% w.e.f. 01.11.2024 है।
  • Annual Increment के लिए 6 months rule भूल जाना।
  • Probationer Fixed Remuneration और Regular Pay Matrix को mix कर देना।
  • Pay Manager और Service Book में Basic Pay mismatch को retirement से पहले correct नहीं करना।

FAQ — राजस्थान 7th Pay Matrix

राजस्थान में 7वाँ वेतनमान कब से लागू माना गया?
Second Amendment Rules 2017 के बाद RCS Revised Pay Rules 2017 में 01.10.2017 के स्थान पर 01.01.2016 किया गया, जहाँ नियमों में विशेष रूप से अन्यथा न हो। Arrear/payment provisions अलग से निर्धारित हैं।
Grade Pay 4200 का Pay Level कौनसा है?
Grade Pay 4200, Grade Pay No. 12 का Pay Level L-11 है। L-11 Cell-1 Basic Pay ₹37,800 है।
Grade Pay 5400 में L-13 और L-14 दोनों क्यों हैं?
PB-2 9300-34800 में Grade Pay 5400 का Level L-13 है, जबकि PB-3 15600-39100 में Grade Pay 5400 का Level L-14 है। इसलिए Pay Band के बिना केवल GP 5400 देखकर Level तय नहीं करें।
Current DA कितना है?
01.01.2026 से DA 60% है। यह 58% से बढ़ाकर 60% किया गया है।
Current HRA कितना है?
01.11.2024 से Y Class Cities के लिए HRA 20% और Z Class Cities के लिए 10% है।
Annual Increment के लिए 6 months rule क्या है?
1 July को उसी Level में 6 months and above पूरा करने वाले कर्मचारी Annual Increment के पात्र होते हैं। Increment उसी Level के अगले prescribed cell में मिलता है।
Probationer को DA/HRA मिलता है क्या?
Schedule IV के अनुसार Probationer-Trainee को fixed remuneration मिलता है। सामान्यतः DA, HRA, Special Pay आदि regular allowances probation/training period में admissible नहीं होते।
